The San Bernardino Superior Court now offers Remote Video Proceedings (RVP) for traffic and non-traffic infraction arraignments hearings. This service is provided as a convenience for parties that were issued a traffic or non-traffic infraction violation who wish to appear in the Needles or Big Bear Districts. The program will expand to include misdemeanor probation modifications at a future date, which will be announced.
An appearance is not necessary to resolve most infraction cases; however, parties who wish to appear for arraignment on an infraction citation in either the Needles of Big Bear jurisdictions will have the option to appear at the following remote locations:

Big Bear District
477 Summit Ave., Big Bear Lake, CA 92315
Second and Fourth Fridays of each month.
Instead of appearing by remote video in either Needles or Big Bear, parties may elect to appear at the Barstow District, located at 235 E. Mt. View, Barstow, CA 92311.
To appear at either location please follow these steps
- Contact the clerk’s office at the Barstow District by phone or in person to reserve a court date. Barstow District contact information.
- Tell the clerk if you would like to appear in person in the Barstow District or appear by RVP in the Needles or Big Bear Districts.
- If you would like to appear in one of the remote locations, complete form TR-510 (Notice and Waiver of Rights and Request for Remote Video) from the clerk’s office.
- Complete, sign and submit the form TR-510 to the Barstow District and reserve a scheduled hearing at least four days before the date you’d like to appear for RVP. The form must be submitted prior to the hearing.
- Appear for arraignment in the location where you reserved a court date by 9:30 AM.
Notice: Parties must reserve a court date, walk-ins are not allowed.
Interpreter Services
Interpreters will be provided to parties appearing in the Needles or Big Bear Districts. To request an interpreter, parties must inform the clerk that they will need an interpreter at the time they reserve their hearing.
How RVP Works
The Needles and Big Bear Districts will hold RVP for infraction arraignments according to the schedule above. The courtroom in both remote districts will be equipped with a camera, a large television monitor and microphones. Parties will be connected by videoconference to a courtroom in the Barstow or Victorville Districts with the same equipment. Parties appearing in both remote locations, and the judicial officer in Barstow or Victorville, will be able to see, hear, and speak to each other through this video connection.
On RVP days, the court will have an employee at the remote districts conduct roll call as well as collect documents from the parties. The hearings will proceed as in a traditional traffic hearing, but they will be held using the videoconference connection. If parties have documents that were not submitted previously, the court employee will scan the documents to the case file so they will be available to the judicial officer at the Barstow or Victorville Districts.
Notice: At this time, the San Bernardino Superior Court’s RVP program does not allow for arraignment and court trial to be held on the same date. RVP hearings in the Needles and Big Bear Districts will be for arraignments only, pursuant to California Rule of Court 4.220 (e) (2). All infraction court trials for citations issued in the Needles and Big Bear areas will be held in the Barstow District.
Requesting a Remote Appearance
To request RVP for an infraction arraignment, parties must reserve a court date and file a Notice and Waiver of Rights and Request for Remote Video Proceedings (Form TR-510) with the Barstow District. Parties may reserve a court date by speaking to a clerk in person at the Barstow District or over the phone by calling (760) 718-3700. The clerk reserving the RVP arraignment will mail form TR-510 to parties.
Form TR-510 may also be obtained at any San Bernardino Superior Court District . Judicial Council forms may be completed online and printed for filing at no cost. Form TR-510 should be filed at the Barstow District before the RVP arraignment. If form TR-510 is not filed before the hearing, it must be filed at the Needles or Big Bear Districts before the RVP hearing can proceed. A drop box is located at the Barstow District. Documents placed in the drop box before 4:00 PM will be considered filed the same business day. Documents placed in the drop box after 4:00 PM will be considered filed the next business day. There is not a drop box at the Needles or Big Bear Districts.

- Provide one-time 30-day extension for the lifetime of payment plan with a $30.00 extension fee
- Accept non-cash payments on infraction cases
- Calendar future hearings on infraction cases
- Accept installment agreements to set up payments on infraction cases with a $35.00 fee
- Sell forms packets
- Provide program and community service directories
What type of monetary transactions will be processed at the remote location?
The Needles and Big Bear Districts will accept Credit and Debit Cards, Checks, Money Orders, Cashier Checks. No Cash will be accepted. Money orders may be obtained in Needles at the United States Post Office located at 628 Third Street, Needles California and in Big Bear at 472 Pine Knot Blvd. Envelopes will be provided for mailed payments. The $30.00 Time to Pay fee will be waived to allow parties time to submit payment within two weeks of their RVP hearing unless the judicial officer orders another payment due date.

How will minute orders be provided to the defendant at the hearing?
The minute orders will be printed and provided to the defendants by a court employee at the remote location.
Are the defendants required to appear in the remote location?
No, appearing at the remote location is an option. Parties may elect to appear the Needles, Big Bear District or the Barstow District, or resolve their case by other means: by mail, using the court Website or by reserving a hearing in the Barstow District.
